The MPA (Master of Public Administration) is a professional study programme focused on the development of managerial and strategic competencies in public administration, responding to the specific needs of both central government and local authorities.

It is a form of professional education oriented towards the practical application of acquired knowledge in leadership roles within public-sector institutions. The MPA (Master of Public Administration) has long been regarded as a standard qualification for senior officials and experts working in central administration, municipal government, and the political sphere.

The MPA study programme offers a specialisation in public administration and local government. Its core components include the management of public-sector organisations, the practical application of law, strategic decision-making, and crisis management. The MPA provides targeted preparation for civil service examinations and the development of competencies required for managerial functions in the public sector.


Structure of Study

The programme is adapted to students’ time availability and professional commitments. At the outset of the studies, each student works with an assigned lecturer to develop an Individual Study Plan (ISP), which reflects academic objectives and preferred pace while ensuring a transparent and structured progression from enrolment through to successful completion.

Lecturers are available for consultations, academic support, and assistance with specific tasks through the student’s preferred communication channels, including email, telephone, video calls, and, where appropriate, in-person meetings. This system provides not only expert guidance but also supports personal and professional development.

All applications are assessed individually by the Academic Senate and the Education Council, taking into account the applicant’s prior education and professional experience.


Tuition Fees


Tuition fees are stated excluding VAT (price including 21% VAT).

MPA programme tuition – CZK 44 900 (CZK 54 329 incl. VAT 21%)

Tuition may be paid either in a single instalment or through an individually arranged payment schedule.

Public administration and self-government
A graduate of the Public Administration and self-Government study program is equipped with broad knowledge and skills enabling the effective performance of state administration and self-government.

Subjects

Principles of public administration and its legal foundations

The student acquires the basic theoretical and practical basis for performing a managerial function in the field of public administration, as well as knowledge from the field of methods and techniques of managerial work, both at the level of interpersonal relations and in relation to one's own person. ​

Management of public administration – managerial skills

The student will acquire managerial competences in the management of public administration and managerial skills (leadership).

Managerial psychology

The student will learn the basics of general psychology, forms of leadership, acquire competences in the creation of profiling of individuals with a focus on applied psychology..

Economics of public administration

The student acquires competences in the management of public finances and financing of public administration.

State security and population protection

The student will be introduced to the theoretical starting points issues in the area of ​​state security and population protection. Attention is also paid to the position of international contexts in the field of state security and population protection. The student acquires the skills to evaluate and analyze threats to critical infrastructure. Furthermore, as part of the specialization, the student will be introduced to the principles of the functioning of eGovernment and information and communication technologies (ICT) within the framework of public administration and self-government.
